Public consultation on transnational research collaborations and knowledge transfer between Public Research Organisations (including universities) and Industry

 

On the 12th May 2006, the Directorate General for Research (in cooperation with the DG Enterprise and Industry) launched an open consultation to identify the key problems relating to cross-border collaboration between Public Research Organisations (PROs) and industry. 

 

Views are sought on the existing knowledge transfer system in Europe, and what changes are needed to facilitate PRO-industry interaction and thus improve innovation and competitiveness, growth and employment in the knowledge-based economy. 

 

The results of the consultation will be used by the Commission in preparing the forthcoming Communication on "Improving transnational research collaborations and knowledge transfer between PROs and industry" which is scheduled for adoption later this year (autumn 2006). 

 

The questions focus on three key areas: 

1.      Facilitating PRO - Industry collaboration i.e. what are the main non-legislative issues which affect PRO - industry collaboration in the view of stakeholders.
2.      Legislative issues affecting transnational research collaborations i.e. what are the PRO-related legislative issues which create significant barriers to such collaborations.  
3.      How to tackle the problems affecting transnational research collaborations i.e. what measures do stakeholders think that the Commission should take to address the problems identified in the previous sections.
 

 

All interested individuals and organisations are encouraged to provide their views and comments through an online questionnaire available at:

The questionnaire can be completed quickly but is flexible enough to allow for more detailed comments to be submitted.

 

The deadline for responses is 19 July 2006.

 

 

The consultation is addressed in particular to universities, large companies, SMEs, technology transfer professionals, research organisations, and all those involved in research policies.
